Vacuum cleaner makes weird sounds?

I just installed a new vacuum belt on my upright vacuum cleaner, but when I turn it on it first seemed to be working and the brush span, but to be sure I turned it off and back on and it now makes a high-pitched noise and a burning smell. The vacuum belt doesn’t seem to move, and the rotating brush won’t spin.
What’s wrong?
I’m sure its the right belt size… how do you tell if the tension is right?

      The belt is locked up now, thats why you smell the rubber burning smell. Retrace your steps, and make sure its the right belt, and the tension on it is correct. The should be a way to adjust the tension on the belt.
