For using that area thoroughly dry completely and follow the area recoat with solvents be very careful about rubbing too much concentrated household cleaner on any solvent residue cautions on safe use any chemicals carefully read.

I would use WD40 it works on anything sticky or rusty . I would also try rubbing alcohol, it works good on that kind of stuff.

The presoaked cotton cloths and lasts longer get the mr clean eraser or brasso which is cheaper and just tear off little bit you can also use turpentine but hate working with flamable stuff.
